មូលនិធិ IPAS គឺជាយន្តការចែកចាយមូលនិធិតំបន់ ដោយ និងសម្រាប់ជនជាតិដើមភាគតិចនៅអាស៊ី ដែលបានបង្កើតឡើងក្នុងអំឡុងសិក្ខាសាលាពិគ្រោះយោបល់តំបន់ ថ្ងៃទី ៣១ ខែកក្កដា ដល់ថ្ងៃទី ១ ខែសីហា ឆ្នាំ ២០២២ នៅទីក្រុងសៀមរាប ប្រទេសកម្ពុជា។ គោលបំណងសំខាន់របស់យើង គឺផ្តល់ឱកាសឱ្យជនជាតិដើមភាគតិចនៅអាស៊ី អាចទទួលបានមូលនិធិខាងក្រៅ ដើម្បីដោះស្រាយបញ្ហាជាក់លាក់របស់ពួកគេ ដូចជា ឧបសគ្គភាសា ការដាក់កម្រិតពីរដ្ឋាភិបាល និងបញ្ហាសមត្ថភាព។ មូលនិធិ IPAS ទទួលស្គាល់ និងចង់ស្ថាបនាបន្តលើការគាំទ្រពីម្ចាស់ជំនួយដែលមានស្រាប់ ខណៈដែលមានលើកទឹកចិត្តឱ្យម្ចាស់ជំនួយបន្ថែម ផ្លាស់ប្តូរវិធីសាស្រ្តពីការផ្ដល់មូលនិធិតាមគម្រោង ទៅកាន់ការផ្ដល់មូលនិធិមូលដ្ឋាន និងការស្ថាបនានិងពង្រឹងទំនាក់ទំនងសាមគ្គីភាព ដែលផ្អែកលើទំនុកចិត្ត និងតម្លាភាពរវាងគ្នា។ វាក៏មានគោលបំណងឈានដល់ក្រុមជនជាតិដើមភាគតិចកម្រិតមូលដ្ឋាន រួមទាំងអង្គការនារី យុវជន និងជនមានពិការភាពរផងដែរ។

យើង ក្នុងនាមជាជនជាតិដើមភាគតិចនៅអាស៊ី កំពុងគ្រប់គ្រងដី ដែនដី និងធនធានបែបប្រពៃណីរបស់យើង ដោយពេញលេញ និងប្រកបដោយចីរភាព ជាមួយនឹងសមត្ថភាព ជំនាញ និងចំណេះដឹងង្កើនឡើង ដើម្បីសម្រេចបាននូវសិទ្ធិផ្ទាល់ខ្លួន និងសិទ្ធិរួម សុខុមាលភាព និងសមភាពយេឌ័រ។

បង្កើត និងគៀគរធនធានហិរញ្ញវត្ថុ និងធនធានផ្សេងៗ ដើម្បីពង្រឹង និងពង្រីកសាមគ្គីភាព និងភាពជាអ្នកដឹកនាំរបស់ជនជាតិដើមភាគតិចនៅអាស៊ី ក្នុងការគ្រប់គ្រងធនធានរបស់យើង ដោយប្រើសិទ្ធិរបស់យើង និងបង្កើនការរួមចំណែករបស់យើង សម្រាប់អនាគតប្រកបដោយចីរភាព។

គោលបំណងរបស់យើង

កសាងនិងពង្រឹងសមត្ថភាពស្ថាប័ន និងបច្ចេកទេសរបស់ស្ថាប័ន អង្គការ និងបណ្តាញជនជាតិដើមភាគតិចនៅអាស៊ី ដើម្បីបង្កើនសមត្ថភាពក្នុងការគៀគរធនធាន ការគ្រប់គ្រងហិរញ្ញវត្ថុ និងធានាអោយមានចីរភាព តម្លាភាព គណនេយ្យភាព និងការទទួលបានសេចក្តីសម្រេចជាសហគមន៍ ដើម្បីអនុញ្ញាតឱ្យជនជាតិដើមភាគតិចមាសិទ្ធិ ពេញលេញ​​ ។

Jenifer Lasimbang

Executive Director

Jenifer Lasimbang is a passionate and dedicated advocate for indigenous rights, ICT empowerment, and community development. With over 20 years of experience, she has worked extensively to promote education, socio-economic development, and healthcare in rural and indigenous communities across Malaysia. Holding a Master’s degree in Human-Computer Interaction, Jenifer has been instrumental in initiatives such as the Malaysian Indigenous Peoples’ Conference on Education (MIPCE II), where she championed mother tongue-based education and cultural preservation. She also collaborated with UNICEF Malaysia on the #thisability campaign to raise awareness about children with disabilities. A former assistant minister and elected assemblywoman, Jenifer has focused on empowering women and Indigenous Peoples in governance while continuing her volunteer work with organizations like MERCY Malaysia, particularly in remote healthcare missions.

Jenifer Lasimbang worked with the United Nations Development Programme (UNDP) at the regional level as a consultant for the Regional Indigenous Peoples’ Programme at the UNDP Regional Centre in Bangkok from 2008 to 2009. During her time with UNDP, she coordinated development programs across Asia and the Pacific, focusing on Indigenous Peoples’ rights. She helped manage grants awarded to community-based Indigenous organizations, deepening her understanding of the struggles faced by Indigenous communities in the region. Jenifer also contributed to research and publications related to Indigenous Peoples’ rights and promoted a Human Rights-Based Approach to development through her work with UNDP.

Shree Kumar Maharjan

Program Director

Shree Kumar Maharjan (Ph.D.) from Kirtipur-5, Kathmandu, Nepal is an agriculture graduate from the Institute of Agriculture and Animal Science (IAAS), Tribhuvan University, Nepal. He accomplished a Ph.D. in International Cooperation Studies from the Graduate School of International Development and Cooperation (IDEC), Hiroshima University, Japan. 

He has been working as a development professional in multiple organizations from local to national and international levels including the Asia Indigenous Peoples Pact (AIPP) based in Chiang Mai Thailand, Resource Identification and Management Society (RIMS Nepal), Local Initiatives for Biodiversity Research and Development (LI-BIRD), Natural Resource Development Center (NRDC) in different positions respectively.

Currently, He is a Program Director at the Indigenous Peoples of Asia Solidarity Fund (IPAS fund). He has published several articles on indigenous rights, agriculture, climate change, tourism, conservation ecology, youth issues, etc.

Stephanie Ratih Andriyani

Communication Officer

Stephanie Ratih Andriyani has over 10 years of experience working in communications, with a strong background in media relations, project management, and event organization. She has previously worked with a communication consultancy that collaborated extensively with environmental and community-focused NGOs in Indonesia. Before joining the IPAS Fund, Stephanie worked at an environmental NGO, gaining extensive knowledge in climate crisis issues, environmental conservation, and Indigenous Peoples’ rights. As a Communications Officer at IPAS, Stephanie is based in Jakarta, Indonesia
