The loss of forest-based livelihoods has left them food insecure and struggling for their survival and existence. Among them, women and children face the gravest risks, enduring violence, hunger, and the constant threat of wild animal attacks.<\/p>\n\n\n\n<p>Behind the statistics lie deeply personal stories\u2014mothers mourning lost farmland, children cut off from schools, and families spending nights hungry and afraid. For the Chepang, eviction is not only the loss of land\u2014it is the loss of dignity, safety, and hope for a better future.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"936\" height=\"708\" src=\"https:\/\/ipasfund.org\/wp-content\/uploads\/2025\/10\/Chepang.jpg\" alt=\"\" class=\"wp-image-1718\" srcset=\"https:\/\/ipasfund.org\/wp-content\/uploads\/2025\/10\/Chepang.jpg 936w, https:\/\/ipasfund.org\/wp-content\/uploads\/2025\/10\/Chepang-300x227.jpg 300w, https:\/\/ipasfund.org\/wp-content\/uploads\/2025\/10\/Chepang-768x581.jpg 768w, https:\/\/ipasfund.org\/wp-content\/uploads\/2025\/10\/Chepang-16x12.jpg 16w\" sizes=\"(max-width: 936px) 100vw, 936px\" \/><figcaption class=\"wp-element-caption\"><em>A capacity-building session focused on &#8220;International Human Rights and Community-led Monitoring&#8221; at Aadyodhyapuri Homestay, Madi, Chitwan.<\/em><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Violation of Rights and Commitments<\/strong><\/h3>\n\n\n\n<p>This displacement undermines the fundamental rights guaranteed under Nepal\u2019s Constitution and international obligations such as ILO Convention 169 and the UN Declaration on the Rights of Indigenous Peoples (UNDRIP).<\/p>\n\n\n\n<p>The evictions violated rights to housing, livelihood, food, water, and education, and were carried out without Free, Prior, and Informed Consent (FPIC). The situation exposes the wide gap between legal promises and lived realities for Indigenous peoples\u2014particularly for Indigenous women and children.<\/p>\n\n\n\n<p>The Kusumkhola case is not merely a local issue. It is a humanitarian and human rights crisis that calls for urgent national and international attention to ensure that Indigenous families are not left behind.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About the Report<\/strong><\/h3>\n\n\n\n<p>The findings and recommendations presented here are drawn from <em>\u201cThe Plight of the Displaced from Kusumkhola: A Case Study (2025)\u201d<\/em>, prepared by the Nepal Chepang Women Association (NCWA) with support from the Indigenous Peoples of Asia Solidarity Fund (IPAS).<br><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Findings<\/strong><\/h3>\n\n\n\n<p>The displacement undermines fundamental rights, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Right to life and livelihood<\/li>\n\n\n\n<li>Right to housing and land<\/li>\n\n\n\n<li>Rights of women and children<\/li>\n\n\n\n<li>Right to water, sanitation, and food security<\/li>\n\n\n\n<li>Right to participate in biodiversity conservation and resource sharing<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Conclusions:<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Forced evictions have created serious humanitarian and human rights crises.<\/li>\n\n\n\n<li>Government programs (housing, land rights, relief schemes) are poorly implemented for Indigenous groups like the Chepang.<\/li>\n\n\n\n<li>There is a major gap between legal commitments and actual practice.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Recommendations<\/strong><\/p>\n\n\n\n<p><em>For Government (federal, provincial, and local)<\/em>: <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Ensure secure housing and land rights for displaced families<\/li>\n\n\n\n<li>Provide basic services: clean water, healthcare, education, and livelihood support<\/li>\n\n\n\n<li>Respect Indigenous rights and uphold Free, Prior, and Informed Consent (FPIC) in all conservation programs<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<p><em>For Human Rights Institutions &amp; Civil Society<\/em>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Monitor and advocate for the rights of displaced families<\/li>\n\n\n\n<li>Provide legal support and raise awareness on rights and remedies<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<p><em>For Development Partners:<\/em><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Support sustainable livelihood programs<\/li>\n\n\n\n<li>Invest in empowering displaced women and children to lead change<br><\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>The plight of the Chepang is a call to action\u2014to transform commitments into justice, and policy into protection.
