Masyarakat Adat Chepang di Nepal, yang berjumlah lebih dari 84.000 jiwa, merupakan salah satu kelompok Masyarakat Adat yang paling terpinggirkan di negara tersebut. Mereka memiliki hubungan yang sangat erat dengan hutan yang menopang kehidupan dan budaya mereka.<\/p>\n\n\n\n

Pada Juli 2020, keluarga-keluarga dari Kusumkhola, Kabupaten Chitwan, Provinsi Bagmati, Nepal Tengah, digusur secara paksa dari tanah leluhur mereka, meskipun Mahkamah Agung telah secara tegas mengeluarkan perintah untuk menghentikan tindakan semacam itu terhadap Masyarakat Adat.<\/p>\n\n\n\n

Saat ini, keluarga-keluarga tersebut hidup di tempat penampungan yang tidak layak di Munisipalitas Madi, tanpa kepastian tempat tinggal, tanpa hak atas tanah, serta tanpa akses terhadap air bersih, layanan kesehatan, dan pendidikan. Hilangnya mata pencaharian yang bergantung pada hutan telah membuat mereka berada dalam kondisi rawan pangan dan berjuang keras untuk mempertahankan hidup. Di antara mereka, perempuan dan anak-anak menghadapi risiko paling besar, mengalami kekerasan, kelaparan, serta ancaman serangan satwa liar yang terus-menerus.<\/p>\n\n\n\n

Di balik itu tersimpan kisah-kisah yang sangat personal\u2014para ibu yang meratapi hilangnya lahan , anak-anak yang putus sekolah, serta keluarga-keluarga yang menjalani malam dalam kelaparan dan ketakutan. Bagi masyarakat Chepang, penggusuran bukan sekadar kehilangan tanah\u2014melainkan juga kehilangan martabat, rasa aman, dan harapan akan masa depan yang lebih baik.<\/p>\n\n\n\n

Pelanggaran Hak dan Komitmen<\/strong><\/h3>\n\n\n\n

Penggusuran ini telah mencederai hak-hak dasar yang dijamin dalam Konstitusi Nepal serta berbagai kewajiban internasional, seperti Konvensi ILO No. 169 dan Deklarasi Perserikatan Bangsa-Bangsa tentang Hak-Hak Masyarakat Adat (UNDRIP).<\/p>\n\n\n\n

Serta merusak hak-hak dasar yang dijamin dalam Konstitusi Nepal serta kewajiban internasionalnya, termasuk Konvensi ILO No. 169 dan Deklarasi PBB tentang Hak-Hak Masyarakat Adat (UNDRIP).<\/p>\n\n\n\n

Kasus Kusumkhola bukan sekadar persoalan lokal. Ini merupakan krisis kemanusiaan dan hak asasi manusia yang menuntut perhatian segera, baik di tingkat nasional maupun internasional, untuk memastikan bahwa Masyarakat Adat tidak terus terpinggirkan.<\/p>\n\n\n\n

Temuan dan rekomendasi yang disajikan di sini diambil dari \u201cThe Plight of the Displaced from Kusumkhola: A Case Study (2025)\u201d<\/em>, yang disusun oleh Nepal Chepang Women Association (NCWA) dengan dukungan dari Indigenous Peoples of Asia Solidarity Fund (IPAS).

    • Program-program pemerintah (perumahan, hak atas tanah, bantuan sosial) masih belum dijalankan dengan baik untuk kelompok masyarakat adat seperti Suku Chepang.<\/li>\n\n\n\n

      3. Menghormati Indigenous rights and uphold Free, Prior, and Informed Consent (FPIC) dalam seluruh program konservasi.<\/li>\n<\/ol>\n\n\n\n
